The Portsmouth Peace Treaty Forum was founded in 1994 to explore diplomatic themes “in the spirit of The Portsmouth Peace Treaty. The Portsmouth Peace Treaty Forum makes connections between the history that happened In Portsmouth in 1905 to end the Russo-Japanese War, and the relevance of diplomacy in the 21st century global community. Joseph Nye’s new book on presidents and their ethical framework for making foreign policy decisions provides new insight for considering modern diplomacy ‘in the spirit of the Portsmouth Peace Treaty.
