About Our Presenters:

Richard Hartley
Richard Hartley is the Director of the New Hampshire Port Authority, PDA Division of Ports and Harbors. He has more than two decades experience in maritime security, operations management, and strategic planning, having served as senior liaison to the U.S. Fleet Forces Navy Warfare Development Command. Richard was the director of operations for the Coast Guard in Miami office, overseeing operations for much of the Caribbean. As director of operational safety and security at Coast Guard headquarters in Washington, D.C., Richard lead the agency's numerous operational as well as cultural safety initiatives. He is a graduate of the U.S. Coast Guard Academy and holds a Master of Public Administration degree from Harvard Kennedy School. He and his wife Annelise are the proud parents of three daughters and enjoy all that the Seacoast and Portsmouth offer as a home.

Captain, Dick Holt, Jr.
Captain Dick Holt Jr is a 1986 Graduate from Maine Maritime and has worked for Moran Towing in various ports around the United States starting in Texas in 1986. He transferred from Moran NY to Moran Portsmouth in 1991.  Captain Holt served as an apprentice and deputy pilot from 1991 to 2000 when he became a full share River Pilot for Portsmouth Pilots.  In 2004 he started working a second job as Operations Manager for Moran Towing Portsmouth and became Vice President and General Manager in 2012.  Moran Towing is the largest tugboat ship docking company in the world with 19 port locations. 
 
Captain Holt joined the Portsmouth Propeller Club in 1991.   He has served on the Board of Governors for multiple terms including terms as Vice President and as President.  Captain Holt is presently an at large member, an advisor to the board of governors, and a proud 35-year member of the Portsmouth Propeller Club.  Captain Holt’s father, Richard Holt, Sr co-founded the Portsmouth Propeller Club 1974 and served as its first president.  He has been involved with many studies regarding economic impact of shipping activity in Portsmouth and has consulted with businesses on the river with logistics for ship arrivals, dock building plans, and possible expansions in Portsmouth Harbor and Piscataqua River.

Sean Clancy
Sean Clancy joined the Portsmouth Propeller Club in January of 2024 primarily contributing his efforts on the Communications Committee.  He was elected to the position of club president in November of 2025 beginning his tenue in January 2026.  Sean is currently the City of Portsmouth’s Assistant City Manager for Economic Development & Community Development.  He is the former Associate Vice President for Marketing and Business Engagement at Great Bay Community College (Portsmouth, NH) where he served in various capacities since 2016.  Sean’s private sector experience includes fifteen years in international containerized shipping and six years in domestic transportation and logistics.

About the Propeller Club:
The Portsmouth Propeller Club was chartered on the 5th of June 1974 with 97 members. Its President was Captain Richard Holt, Harbor Pilot for Portsmouth Pilots, Inc.  The Club has and continues to fulfill its role designated by the national charter, serving as a source of information and as a forum for discussions on waterborne commerce and marine industry in the Port of New Hampshire area.  The club now has a membership of nearly 150 members.
